Committed to meeting the demands of employers for a productive, skilled workforce, IUPAT provides unsurpassed training and education opportunities through the Finishing Trades Institute.   District councils and local unions offer education and training programs that make IUPAT members the most knowledgeable and accomplished craft workers in North America.  District Council 21 is the Local affiliate of the IUPAT representing over 5,000 members throughout Eastern Pennsylvania, Southern New Jersey, Delaware and portions of Maryland.  The Glaziers Local Union 252 represents glazier members of District Council 21.

The Finishing Trades Institute of the Mid-Atlantic Region (FTI MAR) is the training provider for District Council 21 and their contracting partners in the Philadelphia and Mid-Atlantic Region.  A trailblazer in the industry, FTIMAR was granted full accreditation by the Council on Occupational Education or COE (an accrediting agency for the US Dept of Education) becoming the first Building Trades Union Apprenticeship Program, in U.S. history, to receive full accreditation; a dubious honor that still holds true today.

The Labor Management Cooperative Initiative (LMCI)  is a jointly managed trust fund of the IUPAT and Finishing Contractors Association (FCA).  Governed by a Board of Trustees equally made up of labor and management representatives, the LMCI advances the collectively bargained finishing industries through communication, programs and services focused on building the trust and mutual respect between the IUPAT and FCA.
